Srinagar, May 12: National Human Rights Commission (NHRC) has issued show-cause notice to Centre and J&K Government over the killing of a youth in Boniyar area of Uri by Central Industrial Security Force (CISF) personnel in January this year.
Altaf Ahmad Sood, 22, was shot dead by CISF men when people were protesting against shortage of electricity in the area.
The Commission, which took cognizance of the killing on the complaint of Imtiyaz Ahmed Khan, President, Manavadhikar (Emergency Helpline Association) and Ravi Nitesh (Mission Bhartiyam),has asked for a report from Director General CISF and Senior Superintendent of Police Baramulla over the matter.
The killing had evoked strong demonstrations in Uri area prompting the state government to order an inquiry and register a case against CISF men.
Sood, according to locals, was not part of the protest demonstration against power shortage and was passing through the area when he was shot dead.
Later police charge-sheeted five CISF men before Judicial Magistrate Boniyar, who committed the same to Principal District and Sessions Judge Baramulla.

But the accused were not charged under section 302 RPC (murder). As per the charge-sheet, one of the personnel has been charged under section 304 RPC, the remaining four have been charged under section 308 RPC.
Chief Minister Omar Abdullah had termed the killing as murder. "I have no doubts that Altaf was murdered," the CM had said.
The CM had also accused CISF of using excessive force, which was "unwarranted and inexcusable."

Omar had even said government will spare no effort in ensuring exemplary punishment to the CISF personnel responsible for the killing.

Direction issued by the Commission Shri Imtiyaz Khan, President, Manavadhikar (Emergency Helpline Association), vide his letter dated nil forwarded a copy of the news report that appeared in the 'Pioneer', Delhi dated 2.1.2012. The report revealed that a school boy was killed and two others were injured when the Central Industrial Police Force (CISF) personnel opened fire on a group of people who were protesting against shortage of power supply at Boniyar in frontier Uri pocket of north Kashmir's Baramulla district. The report mentioned that a group of villagers staged protest demonstration outside the office of National Hydroelectric Power Corporation (NHPC), which owns power plants in the area. As the protestors intensified slogan shouting and sought audience of NHPC higher-ups, a group of CISF personnel guarding the formation opened fire on them, which resulted in the casualties. In connection with the incident, an FIR was registered and five CISF men were arrested. The Commission took cognizance of the matter on 12.1.2012 and issued notice to the Director General, CISF and SSP, Baramulla district, Jammu & Kashmir calling for a report. In response, DIG /Ops & Int, CISF, Ministry of Home Affairs, Block No.132, CGO Complex, Lodhi Road, New Delhi vide his report dated 2.2.2012 informed the Commission that the CISF personnel had fired in self-defence at Boniyar Barrage premises as the unruly mob attacked the personnel at the gate, damaged the control room and burnt the records. This particular incident appeared to be due to the serious acts of violence and arson by the agitated mob near the Kote and there was no alternative but to open fire to bring the situation under control. The District Superintendent of Police, Baramulla, J&K vide his letter dated 2.2.2012 has informed that a report has been submitted to the Director General of Police, J&K. The Director General of Police, J&K, Jammu is directed to send the report within four weeks.
